UAE Drone Rules From the Regulator and the News
The drone rules have been updated several times, so I checked the GCAA UAS registration page and a report in The National from January 2025. The federal General Civil Aviation Authority (GCAA) is the main regulator, and Dubai’s own civil aviation authority sets its operating framework, so check both.
Recreational flyers
The GCAA page says all drones used for recreation must be registered, whatever their weight, and that both the user and the drone must be registered before flying. Registration is through drones.gov.ae. Its rules for individuals include:
- Fly only in the approved green zone, for drones of 5 kg or less.
- Fly only in daylight and good weather, within line of sight, and no higher than 400 ft above ground level.
- Recreational use only, with no commercial use.
- Stay at least 5 km away from airports, heliports and controlled zones.
- Drones over 5 kg or with gas engines may only operate in GCAA-approved flying clubs.
- Report accidents or loss of control immediately, and tell the GCAA before you resell a drone.
Who may fly, per The National
In January 2025 the GCAA said only UAE citizens and residents may fly drones recreationally with an official permit, and that visitors and tourists were excluded for the time being. Applicants register through the UAE Drone app or website using UAE Pass, and upload a training certificate from a GCAA-accredited centre. The report says permits were processed in about two hours and last two years for drones of 5 kg or less, and can be renewed. The penalties had not been detailed at that point, so check the GCAA for current ones.
Companies and commercial operators
The GCAA page describes a two-step process for organisations. Step one is an Unmanned Aircraft Operator Authorisation, which needs a security clearance, a registration letter on company letterhead, and a subscription to the GCAA E-Publications service, listed at AED 1,200 with about three weeks’ processing. Step two is operational permission, needed for each red-zone flight and taking about 14 working days. Security clearance approval is also needed for any flight using cameras or video streaming.
