Because it is a few years old, treat it as background and confirm today’s rules with Dubai Police.

What the card is

According to the Dubai Media Office announcement, Esaad is a loyalty programme launched in 2018 by the General Directorate of Dubai Police. It is the Dubai Police that issues the card, not a bank or a private company. The same announcement says the card is free of charge for eligible holders.

Which Golden Visa holders were named as eligible

The 2022 announcement referred to holders of 5-year and 10-year Golden Visas in Dubai in selected categories, rather than every Golden Visa holder automatically. The categories listed were:

  • Investors in public investment funds and real estate investors
  • Entrepreneurs
  • People with specialised talents and researchers in science and knowledge, such as scientists, doctors, inventors and creative people in culture and art
  • Executive directors and specialised academics
  • Professional sportspeople
  • PhD holders specialising in engineering or science
  • Humanitarian aid workers
  • Outstanding university and high-school graduates

The same source says the card was delivered electronically, with details sent to eligible holders by text message, and it does not describe a separate application form. Gulf News reported the same details. If you hold a Golden Visa in one of these groups and have not received anything, the sensible first step is to check that your mobile number on your Emirates ID record is current and then ask Dubai Police directly.

What the card covers

The announcement describes discounts and exclusive offers across healthcare, education, hospitality, entertainment, real estate, restaurants and other sectors. It quoted a network of 7,237 brands and businesses in the UAE and across 92 countries at that time. Those numbers change as partners join and leave, and individual discounts are set by each partner, so always check the offer on the official Esaad channels before you rely on it at the till.
